The $270,000 lesson: Toronto's Jarvis Street
Jarvis Street got bike lanes in 2010 as a street-safety measure; they cost about $86,000 to paint. In 2011, Toronto's council under Mayor Rob Ford — whose slogan was that "the war on the car is over" — voted to rip them out, and removal cost roughly $270,000, because the road had to be re-engineered to add back a reversible car lane. That stunt became a movement: "Bells on Bloor" formed in 2007 and spent a decade on bike counts, postcard campaigns, public meetings, deputations at City Hall, and one-on-one meetings with councillors — backed by a coalition that included the David Suzuki Foundation, Cycle Toronto and Doctors for Safe Cycling.
