Ontario Cargo eBike Pilot — What You Need to Know

Ontario is the only province with a cargo-specific eBike regulation. O. Reg. 141/21 (the Cargo Power-Assisted Bicycles pilot) runs from March 1, 2021 to March 1, 2031 (Government of Ontario). It is the legal framework that lets a cargo eBike weighing 55 kg or more carry up to a 1,000W motor — double the standard 500W cap for regular eBikes.

The pilot allows cargo eBikes up to 1.3 m wide, 4.0 m long, 2.2 m tall, with two or three wheels and operable pedals. Riders must be 16 or older. Helmets are required for all riders and all passengers, all ages. Passengers are permitted only in factory-designed passenger seats. Loads must be secured, contained and covered. Cargo eBikes cannot be operated on 400-series highways or the QEW.

Critical: Municipal Opt-In Required A cargo eBike is not road-legal on a municipal road in Ontario unless that municipality has opted in. The pilot also has a quietly significant unresolved conflict for families: Highway Traffic Act section 38(1)(2) appears to prohibit anyone under 16 from riding on a motor-assisted bicycle on a highway, while Reg 141/21 permits passengers in factory-designed seats without a stated age. Practitioners (including cycling-law specialist The Biking Lawyer) currently read the HTA as superseding — meaning passengers under 16 may not be lawfully carried in Ontario on a cargo eBike on a public road, even in a factory passenger seat. If you plan to ride your kids, get the conflict resolved with a cycling lawyer before relying on it.

Outside Ontario, no province has a cargo carve-out. A cargo eBike rated above 500W is not road-legal in Quebec, BC, Alberta, Manitoba, Saskatchewan, NB, NS, PEI or NL. The trend line is rebates disappearing, not multiplying.
